Purpose

To establish a uniform approach for the development of international recognition agreements.

Policy Direction

Uniform policies and procedures for the establishment, acceptance and use of international recognition agreements will facilitate foreign credential recognition and increase the mobility of both internationally registered engineers and Canadian professional engineers.

Key Considerations

  1. Upholding and protecting the public interest in Canada is the foremost goal in negotiating international recognition agreements for the engineering profession.
  2. International recognition agreements serve to facilitate foreign qualification recognition in Canada and the mobility of Canadian professional engineers abroad.
  3. A broad consensus of the engineering regulators must support the decision to enter into negotiations of any new international recognition agreement, under an agreed protocol.
  4. International recognition agreements may recognize some or all of the following Canadian licensure requirements (academic, work experience, language, and good character).  However, all applicants must meet the law and ethics requirement by successful completion of the professional practice exam.
  5. International recognition agreements should include provisions for reporting numbers of applicants admitted in each jurisdiction pursuant to the agreement.
