Engineers Canada Election Survey – 2011 General Election
Federal Election Results - May 3, 2011
Engineers Canada sent the following three questions to the 4 major political parties – Conservative Party of Canada, the Liberal Party of Canada, the New Democratic Party and the Bloc Quebecois.
1. How does your party plan to show leadership with respect to Canada’s infrastructure and ensure that our critical infrastructure can withstand both man-made and environmental risks?
2. How does your party intend to support research and development and innovation in Canada, and support the creation of a workforce for a modern economy?
3. What will your party do to continue to improve outcomes for immigrants, including professionals educated abroad?
As of April 26, 2011, we had received formal responses from the New Democratic Party, which you can find at here.
Each of the parties platforms contain the following commitments that may address the questions posed above:
Conservative:
Infrastructure and critical infrastructure

Work with provinces, territories, the Federation of Canadian Municipalities and other stakeholders to develop a long-term plan for public infrastructure that extends beyond the expiry of the Building Canada Plan
Research and development and innovation

Establish 10 additional Canada excellence Research Chairs

Support the work of the Institut national d’optique

Strengthen the Perimeter Institute’s mandate and funding
-
Leverage funding to support Brain Canada’s work

Take action on the findings of the Research and Development Review Panel

Implement a digital economy strategy
Immigration
-
Would provide loans for recent immigrants to help pay for skills training and accreditation
Liberal:
Infrastructure and critical infrastructure

Put in place a Canadian Transportation and Infrastructure Strategy including focusing on highways and major roads, transit, municipal infrastructure (especially water and sewers), high-speed rail in areas where appropriate
Research and development and innovation

Launch a new Innovation Gateway to provide a single window approach to government support for innovation and entrepreneurship

Continue and ultimately increase funding for science, technology and basic research

Investments in cooperation with major national research bodies, including in brain research, oil sands environmental impacts, and the Canadian Freshwater Strategy
Immigration

Expand language training and improve screening and advising prospective immigrants on credential recognition before they leave their countries

Improve the immigration and refugee determination processes
Bloc Quebecois:
Infrastructure and critical infrastructure

Call for the federal government to create a regular and unconditional transfer payment for infrastructure to Quebec

Adjust funding responsibilities for national infrastructure in Quebec
Research and development and innovation

Tax credits for innovative sectors

Creation of programs in areas of emerging technology, sustainable development, and ecology
Immigration

Focused on reforms to the refugee system
